MINUTES

DECEMBER 9, 2019

The regular meeting of the Funkstown Mayor and Council was held on Monday, December 9, 2019 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

In attendance were Mayor Paul Crampton, Jr., Assistant Mayor Sharon Chirgott, Terry Feiser, Barry Warrenfeltz, Rich Gaver, John Phillips, III, and Lorraine Smith.

Also in attendance were Erin Mills, Jennifer Kinzer, Bud Gudmundson, Tom Brown, Jr., and Brenda Haynes, Town Manager.

A moment of silence was held, followed by the Pledge of Allegiance by full assemblage.

Minutes

Motion was made by Assistant Mayor Sharon Chirgott, seconded by Councilman Rich Gaver to approve the minutes.  Unanimously approved.

Erin Mills – Animal Health Clinic

Ms. Erin Mills presented the Mayor and Council with an event proposal for a summer pet picnic in 2020.  The proposal request is for use of the Funkstown Community Park and the upper pavilion area on Robert Kline Way for the purpose of a pet themed outdoor picnic event for clients, patients and local residents.  The event will be staffed by the Animal Health Clinic employees at various event stations.  The set up and cleanup will be taken care of by Animal Health Clinic.  All tables, pavilions, and bathrooms will be returned to the condition in which they were found.  Poop Scooping stations will be set up throughout the event space as well as inspection and clean up by Animal Health Clinic staff after the event.  They would like to have the event the first Saturday in June 2020.

The Mayor and Council approved the event as long as the Funkstown Legion Baseball team does not have a game scheduled.  When the Town gets a copy of the schedule, the town manager will let Ms. Mills know if that date is okay.

Next Generation 911

The purpose of the MOU is to memorialize the Towns’ and County’s agreement regarding responsibility for assignment of site addresses and approval of proposed road names within the incorporated towns and unincorporated areas of Washington County, Maryland.

Duplication of road names and inconsistent addressing has the potential to create confusion among emergency responders, service providers, and the general public.

A lengthy discussion was held regarding street name changes and addresses. 

Mr. Tom Brown, Jr. stated that nobody likes to have their address changed, but 911 is trying to be as accurate as possible.  By not signing the MOU, this could become a liability issue.

The Mayor and Council for wait for public responses, and get back with the county on a decision.

Motion was made by Assistant Mayor Sharon Chirgott, seconded by Councilman Rich Gaver to approve the bills.  Unanimously approved.

Misc

Councilman Rich Gaver stated that the Olde Tyme Christmas event was a huge success, with over 3,000 in attendance. The wagon rides were full, and he thanked Councilman Terry Feiser for driving the one vehicle.  The event will be held on December 13, 2020 for next year.

Assistant Mayor Sharon Chirgott stated that the Census will be coming up in January 2020.  Funkstown had the worst reporting rate in Washington County from the last Census.  Information will be posted on the website to get the word out on how important the Census is to the municipalities. 

Assistant Mayor Sharon Chirgott stated that the Santa ride will be held on Tuesday, December 17th at 7:00 p.m.  The fire truck will ride Santa around town and pause at the houses that sign up.

Mayor Paul Crampton, Jr. stated that the Christmas luncheon will be held on December 24th at 11:00 a.m. at Town Hall.

Motion was made by Assistant Mayor Sharon Chirgott, seconded by Councilperson Lorraine Smith to go into closed session.  Unanimously approved.

Motion was made by Councilperson Lorraine Smith, seconded by Councilman Rich Gaver to reopen the meeting.  Unanimously approved.

NOVEMBER 18, 2019

The regular meeting of the Funkstown Mayor and Council was held on Monday, November 18, 2019 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

In attendance were Mayor Paul Crampton, Jr., Assistant Mayor Sharon Chirgott, Barry Warrenfeltz, Rich Gaver, and Lorraine Smith.

Also in attendance were Gary Middlekauff, Tom Brown, Jr., Cindy Brown, Jennifer Kinzer, Bud Gudmundson,  Tina Rhoten, Trey Cobb and Brenda Haynes, Town Manager.

A moment of silence was held, followed by the Pledge of Allegiance by full assemblage.

Motion was made by Councilman Rich Gaver, seconded by Councilman Barry Warrenfeltz to approve the minutes.  Unanimously approved.

Erin Mills – Animal Health Clinic of Funkstown

Ms. Erin Mills was not in attendance, therefore, the Mayor and Council tabled this until next month.

Bud Gudmundson – Next Generation 911

Mr. Bud Gudmundson, Ms. Jennifer Kinzer, and Mr. Tom Brown, Jr. presented the Mayor and Council with a Memorandum of Understanding (MOU) for Next Generation 911.

The purpose of the MOU is to memorialize the Towns’ and County’s agreement regarding responsibility for assignment of site addresses and approval of proposed road names within the incorporated towns and unincorporated areas of Washington County, Maryland.

The County maintains a geographic information system (GIS) and address attribute database for property located within Washington County, Maryland, including unincorporated and incorporated areas.

The County GIS and attribute databases support the functions of the Washington County Emergency Communications Center by providing a means of verifying information contained within the Master Street Address Guide (MSAG).

Duplication of road names and inconsistent addressing has the potential to create confusion among emergency responders, service providers, and the general public.

The County would like to closely coordinate the development review processes within the respective jurisdictions so that further duplication of road names will be minimized, ensure that addresses will be assigned to new development that follow a systematic and consistent scheme, and to reduce errors, maintain the Master Address File for the entire county in one repository, facilitate implementation of Next Generation 911 initiative, and to remedy address or road name errors.

A lengthy discussion was held regarding street name changes and addresses.  Mr. Tom Brown, Jr. stated that the mobile home parks are a big problem with addresses.

Mayor Paul Crampton, Jr. asked that further information be provided with the proposed changes before the Mayor and Council commit to where and what changes are proposed.

Misc

Ms. Tina Rhoten lives at 11 E. Green Street.  Someone tried to break in her house three times in the last month.  She requested that a dusk to dawn light be placed on the telephone pole in front of her house.

The Mayor and Council will check with Potomac Edison and get back with her.

Mr. Trey Cobb is the Head Baseball Coach with the Funkstown Post 211 Baseball Team.  He addressed the Mayor and Council regarding placement of advertisement signs on the major league baseball fence during baseball season.  The Mayor and Council voted last month to allow the baseball team to place banners on the fence as long as they are non-rigid signs.  They should be vinyl, and they should be non-alcoholic and non-vaping advertising banners.

Assistant Mayor Sharon Chirgott questioned if the advertising banners would be allowed since POS funds were used in the park.  The town manager will check.

Councilperson Lorraine Smith thanked the Mayor and Council for their generosity and support during her husband’s illness.

Councilman Rich Gaver stated that everything is on track for the Olde Tyme Christmas celebration except that the Washington Antique Tractor Club booked another event on the same night, so they will not be helping.  The committee is looking for tractor and wagon rides for the event.

Since the other towns are having their event on the same evening as Funkstown, the committee has decided to move the Olde Tyme Christmas event to the second Friday of the month in December.

Councilman Rich Gaver stated that Tommy Walsh had 400 hours in his Eagle Project.  His project was the retaining wall and painting at Town Hall.

Assistant Mayor Sharon Chirgott discussed with the Mayor and Council about having Mike Mullenix dress up as Santa and drive around Town and stop at homes and take pictures with the children.

OCTOBER 28, 2019

The regular meeting of the Funkstown Mayor and Council was held on Monday, October 28, 2019 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

In attendance were Mayor Paul Crampton, Jr., Assistant Mayor Sharon Chirgott, Terry Feiser, Barry Warrenfeltz, Rich Gaver, and John Phillips, III.

Also in attendance were Kery Swope, Albright Crumbacker; R. Kert Shipway, Albright Crumbacker; and Brenda Haynes, Town Manager.

Minutes

Motion was made by Councilman Barry Warrenfeltz, seconded by Councilman John Phillips, III to approve the minutes.  Unanimously approved.

Audit – Albright, Crumbacker and Moul

Mr. Kert Shipway, Partner with Albright Crumbacker and Moul & Itell, LLC; and Mr. Kery Swope, CPA, CVA, and Manager with the firm presented the annual audit report.  The Town has a “clean, unqualified opinion.”

Misc

Councilman John Phillips, III stated that the American Legion Baseball Team would like to place advertising banners on the major league fence.

Motion was made by Councilman Rich Gaver, seconded by Councilman Barry Warrenfeltz to allow the American Legion Baseball Team to place banners on the fence during the baseball season that are non-alcoholic and non-vaping advertising  banners.  Unanimously approved.

Councilman Rich Gaver stated that the Halloween Parade turned out very well.

Councilman Rich Gaver stated that the Boy Scouts will be working on the drain and the wall the weekend of the 16th, and the Girl Scouts will be making the luminary kits.

Assistant Mayor Sharon Chirgott stated that she researched Towns in Maryland regarding tie votes, and presented the Mayor and Council with a spreadsheet detailing each County and Town on how they handle tie votes.

Mayor Paul Crampton, Jr. stated that since Funkstown’s election is paper ballots, and the Election isn’t expensive, the Town should have a run off election within 30 days in the event of another tie vote.

Mayor Paul Crampton, Jr. directed the town manager to check with the town attorney to see if a Charter Amendment would be needed, or if the change can be done by an Ordinance.

Mayor Paul Crampton, Jr. stated that the Halloween Parade was very nice, and there was a good turnout.

Mayor Paul Crampton, Jr. stated that Fox & Associates, Inc. will be reviewing the utility plans for the Annexation development.  The City of Hagerstown declined to review it for the Town.

Mayor Paul Crampton, Jr. stated that Councilman Terry Feiser will be the new Zoning Administrator the first of January, 2020.  The Council was in agreement.

Proclamation – Funkstown Legion Post 211 Baseball Team

Mr. Mark Widmyer, Intergovernmental Affairs Coordinator for Gov. Hogan presented the Funkstown Legion Baseball Team with a Proclamation. 

Mayor Paul Crampton, Jr. presented the Funkstown Legion Baseball Team with a Proclamation, and read it in the minutes.

Motion was made by Councilman Barry Warrenfeltz, seconded by Councilman Rich Gaver to close the meeting, and open the meeting as a Public Hearing.  Unanimously approved.

Public Hearing – Annexation

A lengthy discussion was held regarding the proposed Resolution of the Town Council of Funkstown, Maryland to Enlarge The Corporate Boundaries and Thereby Amend The Charter Of The Town And At The Same Time Establish The Zoning Classifications For The Properties Located In The Area To Be Annexed.  Resolution No. 2019-01.

Motion was made by Councilman Rich Gaver, seconded by Councilperson Lorraine Smith to adopt Resolution No. 2019-01.  The Annexation will proceed with a waiting period of 45 days to be effective.  Unanimously approved.

 MML Dinner

A count was taken for the next MML Dinner to be hosted by the Town of Keedysville located at the McClellan Gun Club.  The social hour will begin at 6:00 p.m. followed by the evening meal at 6:45 p.m.  The menu for the evening will consist of grilled steak, baked potato, green beans, and dessert.

AUGUST 12, 2019

The regular meeting of the Funkstown Mayor and Council was held on Monday, August 12, 2019 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

Stephanie Shank – Re-enactment

Ms. Shank approached the Mayor and Council regarding attracting more families to the Re-enactment/Day In The Park.  A lengthy discussion was held regarding the event for next year.  A committee meeting will be held on September 5, 2019 at 6:00 p.m. at Town Hall.  Mayor Crampton would like the town manager to attend the meeting.

Next Generation 911

The County would like to assume the responsibility of address assignment and maintenance for each of the municipalities.  The reason for this is in anticipation of “Next Generation 911” which will be implemented in the next year or two.

Mr. Gudmundson will attend the next Mayor and Council to discuss it further.

JULY 8, 2019

The regular meeting of the Funkstown Mayor and Council was held on Monday, July 8, 2019 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

In attendance were Mayor Paul Crampton, Jr., Assistant Mayor Sharon Chirgott, Terry Feiser, Barry Warrenfeltz, Rich Gaver, John Phillips, III, and Lorraine Smith.

Also In attendance were Robert Zayas, and Brenda Haynes, Town Manager.

A moment of silence was held, followed by the Pledge of Allegiance by full assemblage.

Annexation Resolution

A Procedural Outline was given to the Mayor and Council by Jason Divelbiss, Attorney representing the proposed Lyles Annexation.

The Town of Funkstown desires to enlarge the corporate boundaries of the Town of Funkstown, Maryland by annexing thereto the properties consisting in the aggregate of _+/- 111.19 acres which are immediately adjacent to and adjoining the present corporate boundary of the Town.

Pursuant to MD Code, Local Government, §4-403(b), the Town may introduce an annexation resolution to the legislative body upon receiving consent from at least twenty-five (25%) of the registered voters who are residents in the area to be annexed; and the owners of at least twenty-five percent (25%) of the assessed valuation of the real property in the area to be annexed.

The proposed zoning for the lands to be annexed was referred to and reviewed by the Town of Funkstown Planning Commission in relation to the Comprehensive Plan, the Zoning Ordinance, and other applicable land-use ordinances of the Town, and the needs of the particular neighborhood and vicinities of the area to be annexed, and said Planning Commission has agreed that the TR (Town Residential) zoning is proper and desirable under all of the circumstances and should be accomplished.

The conditions and circumstances applicable to the change in said corporate boundaries and to the residents and property within the area so annexed shall be subject to the provisions of the Charter of the Town of Funkstown, the Code of the Town of Funkstown, and all acts ,ordinances, resolutions and policies, including but in no way limited to the obligation of the respective property owners or develop(s) thereof to build all roadways, water, sewer and other such infrastructure required to serve any future development on the property to be annexed.

Motion was made by Councilman Rich Gaver, seconded by Councilman Terry Feiser to pass the Resolution Of The Town Council of Funkstown, Maryland To Enlarge The Corporate Boundaries And Thereby Amend The Charter Of The Town And At The Same Time Establish The Zoning Classifications For The Properties Located In the Area To Be Annexed, along with attached Exhibit A, Exhibit B, Exhibit C, Exhibit 1, and Mr. Lyles will pay all expenses pertaining to the Annexation.  Unanimously approved.

Robert and Rachel Zayas – 311 Beaver Creek Road

Mr. Zayas owns the property at 311 Beaver Creek Road.  In order to access the park that adjoins his back yard, he has to go down Baltimore Street and cross US 40, because of no sidewalk.  There is also no sidewalk to get to Robert Kline Way.

Mr. Zayas requested that the Mayor and Council allow him to install a gate on the existing chain link fence that is the Town’s property.

Motion was made by Councilman Rich Gaver, seconded by Councilman Terry Feiser to all Robert Zayas in install a gate on the existing chain link fence that belong to the Town.  The cost will be paid for by Mr. Zayas.  Unanimously approved.

Curb Cut – 2 East Baltimore Street

Mr. Bill Steigerwald owns the property at 2-4 East Baltimore Street.  The Planning Commission approved a one (1) chair nail salon due to parking limitation. The business is growing, and he would like to construct a parking lot to the rear of the property.

Frederick, Seibert & Associates, Inc. prepared a site plan requesting approval for a proposed parking lot located at 2 East Baltimore Street.  The parking lot would add seven (7) off-street parking spaces that would serve the business on the premise.  Of the seven (7) spaces, 1 space would be a handicap space that would meet ADA requirements.  The total limit of disturbance for the project will be 3,530 square feet.  A curb cut is requested for access to the parking lot.

Motion was made by Councilman Rich Gaver, seconded by Councilperson Lorraine Smith to grant a curb cut on Antietam Street to Mr. Bill Steigerwald for the property at 2-4 East Baltimore Street.  Expenses for the curb cut will be paid for by Mr. Bill Steigerwald.  Unanimously approved.

Use of Little Leage Field – Derek Brown/Diamond Birds

Mr. Steve Sigler coaches the Red Sox 10U.  He no longer needs use of the little league field.

Motion was made by Councilman John Phillips, III, seconded by Councilman Barry Warrenfeltz to allow Mr. Derek Brown with the Diamond Birds permission to use the little league field, and to provide a schedule to the Town office.  Unanimously approved.

MML Dinner

A count was taken for the next MML Dinner to be hosted by the Town of Williamsport on July 22, 2019.  The meeting will be held at the Springfield Farm barn.  The social hour will begin at 6:00 p.m., followed by the evening meal at 6:45 p.m.  The menu for the evening will consist of crabs, wings, pulled pork, cole slaw, cheese tray, relish tray, sides, and beverages.  The cost for this meal will be $35.00.

Misc

Councilman Rich Gaver stated that the storm drains inlets have been stenciled and painted.

Assistant Mayor Sharon Chirgott stated that at the May 20th meeting, a motion to elect the current officers died for lack of a second.  MML suggested the Towns be asked to vote electronically.  The officers up for re-election are Sharon Chirgott, Chapter President; Cassandra Weaver, Vice President; and Mayor Howard Long, District Vice President.

Motion was made by Councilman Terry Feiser, seconded by Councilman Barry Warrenfeltz to re-elect the same MML chapter officers.  Unanimously approved.

JUNE 10, 2019

The regular meeting of the Funkstown Mayor and Council was held on Monday, June 10, 2019 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

In attendance were Mayor Paul Crampton, Jr., Terry Feiser, Barry Warrenfeltz, Rich Gaver, John Phillips, III, and Lorraine Smith.

Also in attendance were Gary Middlekauff, Julie Greene, Herald Mail; and Brenda Haynes, Town Manager.

A moment of silence was held, followed by the Pledge of Allegiance by full assemblage.

Public Hearing

The meeting was called to order as a Public Hearing by the Mayor and Council for the sole purpose of receiving comments in reference to a proposed water rate increase, a Constant Yield Tax increase, and adoption of the General Fund and Enterprise Fund Budgets.

The public hearing is scheduled pursuant to the provisions of the Annotated Code of Maryland and the Charter of the Town of Funkstown, to consider whether or not to revise the water rates, Constant Yield Tax, and adoption of the budgets.

There were no public comments at the hearing.

Motion was made by Councilman Rich Gaver, seconded by Councilperson Lorraine Smith to close the public hearing.  Unanimously approved.

Motion was made by Rich Gaver, seconded by Councilperson Lorraine Smith to approve the minutes.  Unanimously approved.

Constant Yield Tax Rate

Motion was made by Councilman Barry Warrenfeltz, seconded by Councilman Terry Feiser to increase the Constant Yield Tax Rate from .36 to .37 per hundred dollars.  Unanimously approved.

Water Rate Increase

The City of Hagerstown will increase the water rates by two percent effective July 1, 2019.

Councilman Rich Gaver would like the out of town rates increased to three percent.

Motion was made by Councilman Rich Gaver, seconded by Councilperson Lorraine Smith to increase the in town rates to two percent, and the out of town rates to three percent.  Unanimously approved.

Budget

Motion was made by Councilman Rich Gaver, seconded by Councilman Barry Warrenfeltz to adopt the General Fund and Enterprise Fund Budgets for fiscal year July 1, 2019 to June 30, 2020, and the Budget Ordinance.  Unanimously approved.

Waste Collection Bids

Waste Collection bids were accepted for the fiscal year July 1, 2019 to June 30, 2020.  Apple Valley Waste was the only bid in the amount of $62,967.20.  The bid is an increase of $5,000.20 from last year.

Motion was made by Councilman John Phillips, III, seconded by Councilperson Lorraine Smith to accept the waste collection bid from Apple Valley Waste in the amount of $62,967.20 for fiscal year July 1, 2019 to June 30, 2020.  Unanimously approved.

Misc

Mr. Gary Middlekauff addressed the Mayor and Council regarding the Antietam Village trailer park.  The trailer park has several abandoned trailers and the grass is not maintained regularly. 

A lengthy discussion was held regarding the issues at the trailer park.  The Mayor and Council directed the town manager to contact the town attorney to see what the town can do to get the trailer park cleaned up.

Councilman John Phillips, III stated that the attendance numbers are looking good for the Re-enactment this year.  There will be around eight to ten horses, and there will be an entire cavalry unit.

Councilman Rich Gaver stated that the car show is coming together for the Day In The Park event this year. 

Councilman Rich Gaver stated that the boy scouts will be painting the storm water inlets this weekend weather permitting.

The regular meeting of the Funkstown Mayor and Council was held on Monday, May 13, 2019 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

In attendance were Mayor Paul Crampton, Jr., Assistant Mayor Sharon Chirgott, Barry Warrenfeltz, Terry Feiser, Rich Gaver, Lorraine Smith, and John Phillips, III.

John & Katie Piper

The Funkstown Board of Zoning Appeals heard a request for a Variance to construct a one-story studio/office on the rear portion of their lot.  The proposed studio/office, which is detached, will be 2’ 1” from the western or right property line.  The minimum required side yard is 10’, Article 4 402 A.1, therefore a variance of 7’ 11” is required.  The property is known as 105 East Maple Street, and is zoned TR Town Residential.

The co-owner, Mrs. Piper, testified at the Board of Zoning Appeals as to the plan of the building and the projected use of the building as exhibited on the architectural plans.  Mrs. Piper testified as to the use that the space is for enjoying their hobbies, office, and for bathing and housing  their two large dogs. 

The Board of Zoning Appeals granted the variance request with the following stipulation: “The appellants cannot rent the studio/office as an apartment unless they come back before the Planning Commission and the Appeals Board for permission to do so.”

Several neighbors complained to the Town office that the studio/office is being used as a house and someone is living there.  Mr. Grimm sited Mr. and Mrs. Piper for the violation, and issued a Cease and Desist letter.

A lengthy discussion was held regarding the Appeals Hearing they had, and the interruption of the wording.

Mayor Crampton asked Mrs. Piper what the use of the property is.  Mrs. Piper replied that her aunt is staying there from time to time.

Motion was made by Councilman Lorraine Smith, seconded by Assistant Mayor Sharon Chirgott, and carried (4-1) to agree with Mr. Grimm’s decision, and to authorize Mr. Grimm to consult with the Town Attorney for clarification. (Councilman John Phillips, III voted in the negative.)

Constant Yield Tax Rate

Section 6-308 of the Tax-Property Article, Annotated Code of Maryland, requires the Department of Assessments and Taxation to certify to all taxing authorities a Constant Yield Tax Rate that will produce the same revenue in the coming taxable year that was produced in the prior taxable year.  This does not prevent the reduction of the tax rate.

Motion was made by Assistant Mayor Sharon Chirgott, seconded by Councilperson Lorraine Smith to move forward with the advertising of increasing the Constant Yield Tax Rate from .36 to .37 per hundred.  Unanimously approved.

Misc

County Commissioner Jeff Cline stated he is just attending the Mayor and Council meeting, and informed the Mayor and Council that the County Commissioners are hosting the MML Dinner.

No Parking Signs on Westside Avenue

An auction is held every Tuesday in the American Legion parking lot.  When the parking lot fills up, cars are using the shoulder of the road on Westside Avenue to park  Cars are tearing up the grass parking in the ditch on the east side of Westside Avenue from Poplar Street to Chestnut Street.

Motion was made by Councilman Barry Warrenfeltz, seconded by Councilman Rich Gaver to request the State Highway Administration to install No Parking Signs on the east side of Westside Avenue from Poplar Street to Chestnut Street.  Motion approved.  Councilman Terry Feiser abstained from voting.

Misc

Ms. Josette Gustafon attended a meeting to observe.  She stated that Joker’s Bar & Grill won the Appeal Hearing.

Councilman Rich Gaver would like to see stop bars placed at the suggested crosswalks on the southbound lane of Chestnut Street and Poplar Street.  Councilman Barry Warrenfeltz questioned if an accident occurred, would the Town be liable.

Lyles Property

Mr. Doug Stone, Chairman of the Funkstown Planning Commission gave an update to the Mayor and Council in regard to the proposed Lyles Property Annexation.

The Lyles Property adjoins the Funkstown Community Park, and is approximately 60 acres.

They propose 150 to 155 single family dwelling units, with room for storm water management.  The houses will have driveways and garages.  The houses will be made to order.

A traffic study will be done.  The development will have underground utilities.

Joint Ordinance for Sanitary Sewer Service Date of Passage

A Joint Ordinance of the Town of Funkstown, Maryland and The Mayor and Council of the City of Hagerstown, Maryland to Enter Into An Agreement For The Provision of Sanitary Sewer Service and an Agreement for the Provision of Sanitary Sewer Service By and Between The City of Hagerstown, Maryland and The Town of Funkstown, Maryland dated January 18, 2019 was introduced at the Mayor and Council meeting on February 19, 2019.

Motion was made by Councilman Rich Gaver, seconded by Councilman Terry Feiser to pass the Joint Ordinance of the Town of Funkstown, Maryland and the Mayor and Council of the City of Hagerstown,

Maryland to Enter Into an Agreement for the Provision of Sanitary Sewer Service.  Unanimously approved.

Proclamation – Read Aloud 21- Day Challenge

Read Aloud is a national organization that promotes reading aloud for 15 minutes each day.  They usually have three campaigns each year, and in March they are promoting their second 21-Day Challenge.  The idea is that, if you do something for 21 days, it becomes a habit.  The campaign is promoted primarily through social media.  A Facebook page has been established to help promote the event.

This year, the Washington County Early Childhood Advisory Council and OnTrack Washington County have teamed up to support this initiative.  Partners on the planning committee include representatives from the Washington County Free Library, the Washington County Family Center, APPLES for Children, Herald Mail, the City of Hagerstown, and Washington County Public Schools.

The Mayor and Council will provide a Proclamation in support of the Read Aloud 21-Day Challenge.  The kick-off will be held on Friday, March 8th at 9:00 a.m. at Jonathan Hager Elementary School.  Assistant Mayor Sharon Chirgott will be in attendance to present the Proclamation.

MML Dinner

A count was taken for the next MML Dinner to be hosted by the City of Hagerstown.  The meeting will be held at The Gourmet Goat & GG’s Restaurant located at 41 North Potomac Street, Hagerstown.

The social hour will begin at 6:00 p.m., followed by the evening meal at 6:45 p.m.  The menu for the evening will consist of baked ziti, a dinner salad, dinner rolls with dipping oil or butter, non-alcoholic beverages and dessert.  A cash bar will be available.  The cost for this meal will be $25.00.

The Town received an email from Mr. Mark Brugh requesting that the Town name a day, Flying Mud Turtles Day in honor of Junior Hose.

A Joint Ordinance of the Town of Funkstown, Maryland and The Mayor and Council of the City of Hagerstown, Maryland to Enter Into An Agreement For The Provision of Sanitary Sewer Service and an Agreement for the Provision of Sanitary Sewer Service By and Between The City of Hagerstown, Maryland and The Town of Funkstown, Maryland dated January 18, 2019 to establish the general terms and responsibilities for the provision of sanitary sewer service to the forty-four point one acre area which is delineated in the L.1246 F.983 to be served by the sewerage facilities of the City and which is outside the corporate limits of the City and outside the service area of the City sewer system as it exists on the date of this Agreement.

Mr. Russell Neff – First Friday of the Month

Last fiscal year the Mayor and Council provided $910.00 from Hotel/Motel funding for advertising expense for the First Friday of the Month event in the Town. Mr. Neff is representing the committee, and is requesting a donation from Hotel/Motel funding this year for advertising expenses.

Motion was made by Councilman Rich Gaver, seconded by Councilman John Phillips, III to provide $1,000 to the First Friday of the Month committee for advertising expenses from Hotel/Motel funding. Unanimously approved.

Andrew Wyatt – WDVM

Mr. Wyatt is Vice-President/General Manager at WDVM. Antietam Cable and WDVM have been negotiating a new contract.

Mr. Wyatt stated that WDVM is asking for a very reasonable rate from Antietam Cable that is in line with what they receive from many other providers in markets across this region and nationwide through the parent company Nexstar Media. Antietam Cable is telling customers that WDVM is asking for a 200% or 300% increase in fees, but are purposely not speaking in terms of raw dollars.

Mr. Wyatt explained to the Mayor and Council that Antietam Cable states that WDVM is no longer covering local news in Washington County, which is not true. WDVM employs 70+ people in downtown Hagerstown and have been serving this area for almost 50 years.

Mr. Ed Kuczynski, Town Attorney, stated that the current franchise agreement between the Town and Antietam Cable does not require Antietam Cable to provide a specific local channel.

Quinn Melton – Boy Scout Troop 23

  1. Quinn Melton is currently working on his Eagle project. He explained to the Mayor and Council that he would like to renovate the attic area of Town Hall as his Eagle project. The Mayor and Council agreed to allow Quinn Melton to proceed with the project.

MML Dinner

A count was taken for the next MML Dinner to be hosted by the Town of Funkstown on Monday, January 28, 2019. The dinner will be held at the Elks Club located at 11063 Robinwood Drive, Hagerstown.

The social hour will begin at 6:00 p.m. followed by the evening meal at 6:45 p.m. The menu for the evening will consist of fried chicken, lasagna, Italian meatballs, scalloped potatoes, green beans, tossed salad, apple and cherry pie, cheese platter, and iced tea. A cash bar will be available. The cost for this meal will be $25.00.

Funkstown Fire Department Awards Banquet
