MINUTES

MARCH 9, 2026

The regular meeting of the Funkstown Mayor and Council was held on Monday, March 9, 2026 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

In attendance were Mayor Paul Crampton, Jr., Assistant Mayor Sharon Chirgott, Terry Feiser, Gary Middlekauff, Barry Warrenfeltz, and Rich Gaver.

Also in attendance were Marie Royce, Angel Stewart, Dakota and Brenda Haynes, Town Manager.

This meeting of the Mayor and Council, in compliance with the Maryland Open Meetings Law and the Emergency Ordinance of the Town regarding Open Meeting Compliance, will be audio streamed via the Town’s Facebook page.  In person attendance is permitted at the meetings.

A moment of silence was held, followed by the Pledge of Allegiance by full assemblage.

Minutes

Motion was made by Assistant Mayor Sharon Chirgott, seconded by Councilman Rich Gaver to approve the minutes.  Unanimously approved.

Historic Preservation Tax Credit Eligibility – Memorandum of Understanding (MOU)

Ms. Meghan Jenkins gave a presentation at the December 8, 2025 Mayor and Council meeting on the Historic Structures Tax Credit in Washington County, MD.  The credits are a reduction in federal, state, and local taxes depending upon the credit program/s a person or entity participates with.  For the Washington County Historic Structures Tax Credit, it is a reduction in the property tax.  The Historic District (HDC) was created in 1986. 

In addition to approving the MOU, the Mayor and Council would need to pass an Ordinance.

Motion was made by Councilman Rich Gaver, seconded by Assistant Mayor Sharon Chirgott to introduce an Ordinance approving the Memorandum of Understanding (MOU) for Historic Preservation Tax Credit Eligibility Between the Town of Funkstown and The Board of County Commissioners of Washington County, Maryland.  Unanimously approved.

Page Two

Chad Walker – National Pike Festival – Wagon Train Donation

The National Pike Festival will be in Funkstown this year on Saturday, May 16 and sleep over.   Breakfast will be held on Sunday morning, May 17 and then they head to Boonsboro.

Motion was made by Assistant Mayor Sharon Chirgott, seconded by Councilman Rich Gaver to continue with the $500 donation like last year.  Unanimously approved.

Misc

Deputy Dakota Watkins provided an update for the month of February. 

Bills

Motion was made by Councilman Rich Gaver, seconded by Assistant Mayor Sharon Chirgott to pay the bills.  Unanimously approved.

Mayor Paul Crampton, Jr. explained to the Council that there are two pump stations left to do complete Control system upgrades.  Each station costs $60,000.  Consensus by the Council was given to continue to finish the control system upgrades.

Mayor Paul Crampton, Jr. explained to the Council that the Edgewood Drive pump station needs a transducer upgrade in the amount of $17,500.  This pump station has already had the control system upgrade complete.  Consensus by the Council was given for this project, so this will be put in the upcoming budget.

Motion was made by Councilman Rich Gaver, seconded by Councilman Barry Warrenfeltz to close the regular meeting and go into executive session.  Unanimously approved.

FEBRUARY 9, 2026

The regular meeting of the Funkstown Mayor and Council was held on Monday, February 9, 2026 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

In attendance were Mayor Paul Crampton, Jr., Assistant Mayor Sharon Chirgott, Terry Feiser, Barry Warrenfeltz, and Rich Gaver.

Also in attendance were Ruth Iseminger, Marie Royce, Angel Stewart, and Brenda Haynes, Town Manager.

Motion was made by Councilman Rich Gaver, seconded by Councilman Barry Warrenfeltz to approve the minutes.  Unanimously approved.

250th Anniversary Planning Update Report

Town Manager Brenda Haynes stated that Washington County will be celebrating the “County” 250th Anniversary on Sunday, August 30th at Pen Mar Park. Funkstown could possibly have the ribbon cutting for Jerusalem Park on Saturday, August 29th.  A final decision will be made in the next week or two after several Washington County Park officials are contacted to verify attendance.

Election Board Members – Approval

The Town Charter requires that the Mayor and Council approve Election Board Members for the upcoming Election.  Their term will begin on the first Monday in March (March 2, 2026) and will run for four years.

Motion was made by Councilman Rich Gaver, seconded by Assistant Mayor Sharon Chirgott to approve Stephanie Stone, Audrey Baker and Prosperity Jones.  Unanimously

approved.  Stephanie Stone will serve as the Chairperson.  Each member is qualified as voters of the town and will not be a candidate for any elective office during this term.

Sidewalk Issues

Ms. Ruth Iseminger is a resident of the Town, and lives at 23 Frederick Road.  She stated that many years ago the previous Mayor approached her family when the sidewalk in front of her house was installed and agreed that the Town would take care of shoveling the snow in the winter.  The Town has been taking care of this for over 50 years until this year.  Mayor Paul Crampton, Jr. stated that there is not a written agreement, and it is the property owner’s responsibility to maintain their sidewalk in front of their house, but this decision will be up to the pleasure of the Council.  Assistant Mayor Sharon Chirgott stated that if the Town has been doing this for many years, she agrees to continuing the agreement.  Councilman Terry Feiser stated that he would agree to continuing to maintain the sidewalk in the winter as long as the Iseminger family owns the property.

Motion was made by Assistant Mayor Sharon Chirgott, seconded by Councilman Terry Feiser for the Town to continue shoveling the snow on the sidewalk in front of 23 Frederick Road as long as the Iseminger family owns the property.  After a new owner takes ownership of this property then this arrangement becomes the responsibility of the new owner.  Unanimously approved.

A discussion was held regarding residents not clearing the snow from their sidewalk that is used by the public.  This past snowstorm was very icy and stayed cold for an extended period.  A reminder will be posted on the website for residents to clear snow from their public sidewalk and this will be enforced for the next snowstorm.

Misc

There is a property on West Poplar Street that does not have a sidewalk in front of their house.  There was grass, but that had been removed and replaced with rocks and a fence around the rocks.  This is forcing people that walk to go out into the street around the fence and rocks, which is a liability.  The Mayor and Council directed the town manager to have the Town Attorney, Ed Kuczynski look at this issue and send a letter of violation to the property owner.

Mayor Paul Crampton, Jr. stated that one of the pumps at the Park Pump Station needs to be replaced.  The estimated quote is $17,810.00 plus having Roto Rooter on site with a suck truck to keep flow from coming into the pit during installation of the new pump.

January 19, 2026

The regular meeting of the Funkstown Mayor and Council was held on Monday, January 19, 2026, at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

In attendance were Mayor Paul Crampton, Jr., Assistant Mayor Sharon Chirgott, Terry Feiser, John Phillips, III, Gary Middlekauff, Rich Gaver and Barry Warrenfeltz.

Also in attendance were Marie Royce, Angel Stewart, Deputy Dakota Watkins, Washington County Sheriff’s Department, and Brenda Haynes, Town Manager.

Audit Report – Albright Crumbacker Moul & Itell

Mr. Kery Swope, Partner with Albright Crumbacker and Moul & Itell, LLC, presented the annual audit report.  The Town has a “clean, unqualified opinion.”  He highlighted the main pages to the Mayor and Council as follows:

Page 9 – Statement of Net Position – Cash Position Is looking very good – up $400,000 – Capital Improvements, i.e. Jerusalem Pak, I&I Project, and the water line project that is getting ready to start

Page 16- Statement of Revenues, Expenses and Changes in Fund Net Position

Councilman Rich Gaver Email – Mainstreet Membership

Councilman Rich Gaver gave the Mayor and Council Main Steet America Membership information.  He will do further research on Main Street Maryland and present that information at another meeting.
