The regular meeting of the Funkstown Mayor and Council was held on Monday, December 8, 2025, at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.
In attendance were Assistant Mayor Sharon Chirgott, Rich Gaver, and Barry Warrenfeltz.
Also in attendance were Angel Stewart and Brenda Haynes, Town Manager.
This meeting of the Mayor and Council, in compliance with the Maryland Open Meetings Law and the Emergency Ordinance of the Town regarding Open Meeting Compliance, will be audio streamed via the Town’s Facebook page. In person attendance is now permitted at the meetings.

Meghan Jenkins – Historic Preservation Tax Credit Eligibility
Ms. Meghan Jenkins is the GIS Coordinator/Historic District Commission Staff employee with Washington County. She gave a presentation on the Historic Structures Tax Credit in Washington County, MD. The credits are a reduction in federal, state, and local taxes depending upon the credit program/s a person or entity participates with. For the Washington County Historic Structures Tax Credit it is a reduction in the property tax. The Historic District (HDC) was created in 1986. The creation of the HDC, including its duties and powers are largely housed in the Zoning Ordinance for Washington County. In 1991 the HDC also became a participant in the Certified Local Government program. The Tax Credit Application is a three-part application: Part 1 – Evaluation of Significance, Part 2 – Description of Rehabilitation, Part 3 – Request for Certification of Completed Work. The draft MOU is to provide a mechanism for municipalities that do not have design review to qualify for historic property tax credits. Only for permit review of voluntary application for a tax credit. HDC would be an additional review for approval in the permit process in municipalities where there are existing permit review agreements.
A Memorandum of Understanding for Historic Preservation Tax Credit Eligibility Between The Town of Funkstown and the Board of County Commissioners of Washington County, Maryland was presented to the Mayor and Council for possible adoption.

Ms. Kelsi Munson did not attend the December Mayor and Council meeting.
Rich Gaver – Website Discussion
Councilman Rich Gaver presented two (2) website quotes: www.webzent.com prices are as follows: Basic starter website $499, Standard Business website $999, Advanced website $1,499, Premium business website $2,199, E-Commerce website $2,999, and Enterprise or fully custom website $3,599+. Digitalguider.com prices are as follows: Basic $300 a month, Silver $400 a month, Gold $600 a month, and Premium $1,300 a month.

Kelsi Munson – Olde Tyme Christmas Update
Ms. Kelsi Munson gave an update on the Olde Tyme Christmas celebration scheduled for Saturday, December 6, 2025. Rolling Smoke Meats & Treats will be selling hot roasted beef and the Funkstown Fire Company will be selling apple dumplings. The church will host twenty (20) craft vendors.
Snow Removal Bid
Sealed bids were accepted for Snow Removal Services. The contractor will be responsible for furnishing all necessary equipment, operators, and materials to clear and remove snow and ice from Gaver Meadows subdivision in Funkstown, Maryland. Price is to be at an hourly rate. The contractor must have at least three years of experience providing snow removal services and provide proof of this experience with their bid. The Contract will be awarded to the lowest responsive and responsible bidder.
TK & Sons Enterprise, LLC was the only bidder.
Motion was made by Councilman John Phillips, Ill, seconded by Councilman Rich Gaver to accept TK & Sons Enterprise, LLC for snow removal proposal as follows:
- Plow streets with Ford F450 from curb to curb. Price will be $120.00 per hour per truck
- If skid loaders are needed to be brought in to remove snow from roadways, $150.00 per hour per loader
- Road salt will be used to help with ice. Price is for each application. $735.00 Unanimously approved.

I-Shirt Proiect for South Hagerstown High School
South Hagerstown High School is working on game day t-shirts for the winter season. They are gathering sponsors/advertisers to feature on the back oft-shirts. The featured advertisers are helping by providing the school with their t-shirts to raise additional funds if they choose to.
Motion was made by Assistant Mayor Sharon Chirgott, seconded by Councilman John Phillips, Ill to decline the project. Unanimously approved.
Misc
Deputy Dakota Watkins stated that the Halloween Parade and Trick or Trick went very well. It was a good month in Funkstown.

Halloween Parade – October 23, 2025 – 6:00 p.m.
Mr. Connor Shank submitted the line-up list to the Mayor and Council. Springfield Middle School Band backed out of the parade at the last minute. The American Legion has everything ready for the children’s party and the hot dog and drink to be served to the band members after the parade.
Trick or Treat – October 24, 2025 – 6:00 -8:00 p.m.
Trick or Treat is scheduled for Friday, October 24, 2025, from 6:00 to 8:00 p.m.
Misc
Ms. Kelsi Munson stated that the Olde Tyme Christmas event is coming along very well. The wagon rides have been scheduled. The fire company will not be serving the hot roast beef sandwiches. They will be serving hot apple dumplings. There will be a lunch counter at the church. There will be a porch and door decorating contest. Mayor Crampton and Deputy Watkins will be the judges.

MMLDinner
A count was taken for the next MML Dinner to be held on Monday, September 22, 2025, and will be hosted by the Town of Keedysville. The meeting will be held at the McClellan Gun Club. The social hour will begin at 6:00 p.m., followed by the evening meal at 6:45 p.m. The menu for the evening will consist of grilled steak, or vegetarian lasagna, baked potato, a vegetable, salad, dessert, and plenty of cold beverages will also be available. The cost for this meal will be $35.00.
Joker’s Tavern
Ms. Josette Gustavus sent a representative, Ms. Danielle Reinhardt, from Jol<er’s Tavern requesting that the block of Antietam Street between Baltimore and Chestnut Street be closed the evening of Trick< or Treat for Joker’s Tavern to host Truck or Treat for the children. Last year the Mayor and Council approved the event, and it was a big success. Motion was made by Councilman John Phillips, Ill, seconded by Councilman Gary Middlekauff to approve Trunk or Treat the evening of Trick< or Treat, Friday, October 24th from 6:00-8:00 p.m. and to put up No Parking Signs on both sides of the street on that block of Antietam Street. Unanimously approved.
Misc
Councilman Rich Gaver stated that the Boy Scouts will be replanting flowers around the sign at the entrance of Robert Kline Way.
Councilman John Phillips Ill thanked Connor Shank for a job well done with the Food Truck Event.
Councilman Gary Middlekauff questioned when the silt fence will be removed around the pavilion at Jerusalem Park. Councilman Terry Feiser stated that the permit office wants it to stay up until the entire project is complete due to the project being in the Floodplain.

Re-enactment Update
Councilman John Phillips, III stated that the Re-enactment was a success. A total of 208 tokens were given out. The forging event was very nice, and the re-enactors enjoyed walking throughout the Town talking to the residents.
County Commissioner Jeff Cline presented Councilman John Phillips, III a Proclamation of Appreciation for an outstanding job organizing and running the Re-enactment.
Mayor Paul Crampton, Jr. presented Councilman John Phillips, III a Proclamation on behalf of the Mayor and Council for an outstanding job Chairing the Re-enactment and doing an outstanding job.
Misc
Ms. Kelsi Munson will be Chairing the Olde Tyme Christmas event this year. It is scheduled for December 6th from 3:00 – 8:00 p.m. Any help or suggestions is greatly appreciated.

A count was taken for the next MML dinner to be hosted by the Town of Williamsport. The meeting will be held at the Springfield Barn. The social hour will begin at 5:30 p.m., followed by the evening meal at 6:30 p.m. Th menu for the evening will consist of Steak, Crab, potato, corn, sodas, and water, barn milk, and cookies for dessert. The cost for this meal will be $50.00 for steak, sides, and Crab or $40.00 for just Steak and sides.
Misc
Councilman Terry Feiser provided a bid for the dump truck that is a government bid. Upon clarification from Jeff regarding the camera, Motion was made by Councilman Rich Gaver, seconded by Councilman Barry Warrenfeltz to approve the Dump Truck purchase from Hertrich Fleet Services, Inc. in the amount of $100, 357, after Jeff Smith, Town Maintenance gives clarification regarding the camera and what side it will be on in relation to the salt spreader. Unanimously approved.
Councilman John Phillips, III stated that the Re-enactment plans are all set and everything is ready for the re-enactment scheduled for this weekend.
Mayor Paul Crampton explained to the Council that the final fee proposal from Gordian for the Frederick Road Water Line project is $1,108,041.65. The Town only wanted to spend $750,000. Middletown Valley Bank has offered to loan the Town up to $500,000 to help with this project. Motion was made by Councilman Rich Gaver, seconded by Councilman Terry Feiser to allow Mayor Crampton to go to Middletown Valley Bank, and to the Town Attorney to see what the Town will need to do to borrow the funds necessary to complete this project instead of taking the funds from the Town’s CD. Unanimously approved.

Public Hearing
The meeting was called to order as a Public Hearing by the Mayor and Council for the sole purpose of receiving comments in reference to a proposed water rate increase and adoption of the General Fund and Enterprise Fund Budgets.
The public hearing is scheduled pursuant to the provisions of the Annotated Code of Maryland and the Charter of the Town of Funkstown, to consider whether to revise the water rates, and adoption of the budgets.
The public hearing is also for the purpose of considering an Annexation Resolution introduced pursuant to an Annexation Petition filed by DAVID C. LYLES DEVELOPERS, LLC (Petitioner) on August 12, 2024. The Resolution is requesting the annexation of +/- 0.58 acres of land which are immediately adjacent to and adjoining the present corporate boundary of the Town and more particularly described in the aforementioned Petition and Resolution which are incorporated herein by reference. The proposed zoning for the land to be annexed is Town Residential (TR).
There were no public comments at the hearing.

A bid was received from Hagerstown Ford for a stainless-steel dump bed. The quote was $103,425.00. Councilman John Phillips, III would like to see other quotes from different companies.

Motion was made by Councilman John Phillips, III, seconded by Councilman Barry Warrenfeltz to approve the Annexation Plan of David Lyles Developers LLC on the E/S Emmert Road of +/- 0.58 acres of land which are immediately adjacent to and adjoining the present corporate boundary of the Town. Unanimously approved.

Wagon Train – May 17,18, 2025 – Request for Donation
The National Pike Festival and James Shaull Wagon Train Foundation each year gives away a $500.00 scholarship to a Washington County Public School Student to further their education in Agriculture, Agronomy, or other related fields. The National Pike Festival is requesting $500.00 again this year to cover breakfast for participants on Sunday morning, May 18, 2025.
Motion was made by Councilman Rich Gaver, seconded by Councilman Barry Warrenfeltz to give the National Pike Festival $500.00 to cover breakfast on Sunday morning, May 18, 2025. Unanimously approved.
J&J Trash Service
Mr. Happy Hopkins, General Manager, from J&J Trash Service proposes moving the town to automated trash collection service without a price increase. J&J will deliver all initial containers free of charge. They will remain J&J’s property and will be collected if the town switches providers. A detailed list has been provided to the Mayor and Council and has been attached to the minutes as Exhibit A.
Motion was made by Councilman Rich Gaver, seconded by Councilman John Phillips, III, to accept J&J Trash Service with no price increase for Fiscal Year 2026. Unanimously approved.

City of Hagerstown Water Rate Increase – 14 %
The City of Hagerstown will pass along an increase to Funkstown for FY26 of 14%.
Planning & Zoning Commission Board Members and Appeals Board Member Alternate
The Planning Commission has seven members and one member being an ex officio Barry Warrenfeltz. The current members are Dave Harmon and Lance Crampton, leaving four vacant seats. Motion was made by Councilman John Phillips, III, seconded by Councilman Rich Gaver to appoint the following four to the Planning Commission to a term of five years: Lisa Gossard, Charlie Evans, Angel Stewart, Matt James, Narcissa Boyd. Unanimously approved.
The Board of Zoning Appeals needs one Alternate Board Member. Motion was made by Councilman Rich Gaver, seconded by Councilman Barry Warrenfeltz to appoint Malcolm Johnson to the Zoning Appeals position as an Alternate Board Member. Unanimously approved.
Jeff Shank will move to be a full board member.
2025 Constant Yield Tax Rate
The Constant Yield Tax Rate is calculated by the MD Department of Assessments and Taxation for each taxing authority in Maryland. It represents the Real Property Tax Rate for the coming tax year that will generate the same amount of revenue that was generated during the current tax year. Motion was made by Councilman Rich Gaver, seconded by Councilman John Phillips, III to keep the tax rate at .37 (per $100) for Fiscal Year 2025-2026. Unanimously approved.
Dump Truck Bids – Gas or Diesel
A dump truck will need to purchased this year. To be included in the budget, the Mayor and Council have two proposals a gasoline or a diesel truck. The Mayor and Council have decided on a gasoline truck. The Mayor and Council would like a proposal on a stainless-steel dump bed for next month’s meeting.
Annexation Petition – David Lyles Developers LLC – Emmert Road
Mr. Ed Kuczynski, Town Attorney, discussed the Annexation Petition. Mr. David Lyles will be selling the property after it is annexed. The developer will pay for all fees associated with the Annexation Petition.
Motion was made by Councilman Rich Gaver, seconded by Assistant Mayor Sharon Chirgott to accept the Annexation Petition and introduce the Annexation Resolution. Unanimously approved.

Councilman Terry Feiser stated that Washington County Permits & Inspection will be taking over fire inspections from the State Fire Marshals office effective July 1st. They will be attending the Mayor and Council meeting in the next month or so to discuss the process to the Mayor and Council.

Mr. Kery Swope, Partner with Albright Crumbacker and Moul & Itell, LLC, presented the annual audit report. The Town has a “clean, unqualified opinion.”

MML Dinner
A count was taken for the next MML Dinner to be hosted by the Town of Boonsboro. The meeting will be held at the Boonsboro American Legion Clopper-Michael Post 10 located at 710 North Main Street in Boonsboro.
The social hour will begin at 6:00 p.m., followed by the evening meal at 6:45 p.m. The menu for the evening will consist of Roast Beef, Baked Ham, Roasted Vegetables, Mashed Potatoes, and Pie. The cost for the meal will be $30.00.

Misc
Deputy Dakota Watkins stated that he was on duty in Funkstown during the Olde Tyme Christmas event. The event was very nice.
The town manager was asked to get a price from Merrbaugh Demolition for the upcoming budget to possibly take down the old caretaker’s house on Lagoon Road.
Mayor Paul Crampton stated that the I&I Project is progressing greatly, but on Frederick Road in front of the old Mitzi’s property a sewer line needs to be replaced, because it is beyond repair for the slip lining. The cost of replacing the sewer line will be around $23,000. Motion was made by Councilman Rich Gaver, seconded by Councilman Gary Middlekauff to approve the cost of $23,000 to replace the sewer line. Unanimously approved.
