The Town of Funkstown is requesting sealed bids for Snow Removal Services. The contractor will be responsible for furnishing all necessary equipment, operators, and materials to clear and remove snow and ice from Gaver Meadows subdivision in Funkstown, Maryland. Price is to be bid at an hourly rate.
The contractor must have at least three years of experience providing snow removal services and must provide proof of this experience with their bid. The Contract will be awarded to the lowest responsive and responsible bidder.

SPECIFICATIONS FOR SNOW REMOVAL SERVICES

The Mayor and Council of the Town of Funkstown, Maryland are receiving bids for Snow Removal Services.
The Contractor will be responsible for furnishing all necessary equipment, including a four-wheel drive vehicle with a snow plow and salt spreader, operators, and materials to clear and remove snow and ice from Gaver Meadows subdivision in Funkstown, Maryland. The Contractor must make sure that all storm drains stay clear of snow and ice.
Price is to be bid at an hourly rate.
Sealed Bids for such services shall be received until November 10, 2025, at 2:00 p.m. in the clerk’s office, Town Hall, 30 East Baltimore Street, Funkstown, Maryland 21734. Time is of the essence. No bids will be accepted after the time specified. All bids must be accompanied by and comply with all of the conditions precedent and requirements set forth herein in order to be considered.
SPECIFICATIONS/CONDITIONS PRECEDENT REQUIREMENTS OF BIDS
- Pursuant to the provisions of the Charter, a written contract shall be awarded to the qualified bidder who offers the lowest or best bid, quality of goods and work, time of delivery or completion, and responsibility of bidders being considered. All written contracts must be approved by the Mayor and Council before becoming effective. Bids may be rejected in whole or in part and re-advertised within the absolute discretion of the Mayor and Council upon the advice of the town manager.
(Note: The Charter also provides that the town manager may reject all bids and re-advertise)
- The form of the Non-Negotiable Agreement to be executed is attached hereto, incorporated herein, and made a part of these specifications. All terms and provisions set forth are made a part of these specifications. The Agreement must be executed by the successful bidder. THE TERMS ARE NON-NEGOTIABLE. Prior to the execution and approval by the Mayor and Council, all conditions precedent shall be met and complied with by bidder. The contract must be approved by the Mayor and Council at a duly constituted meeting before becoming effective.
- In addition to all other requirements set forth bidders, if a corporate entity, must furnish with the bid proposal:
- A Certificate of Good Standing of the Corporation
- Proof of Authority to do business in the State of Maryland
- The exact name of the corporate entity, address, registered agent, and names of officers
- Corporate Resolution designating and/or the equivalent authorizing a signatory for the corporation binding the company
- Proper Certificates of Insurance for Liability, Workers Compensation covering the corporate contractor entity and parent corporation, if a subsidiary and applicable
- Sole Proprietors must furnish Certificate of Insurance for Liability, Workers Compensation and Bond as required, and comply with all other conditions to qualify.
- Basic Requirements to Qualify –Individuals or Corporations
- Certificate of Insurance evidencing Workers Compensation for all personnel for the employees and if applicable for corporation and parent company
- Certificate of Insurance evidencing Liability Insurance coverage for the contractor/ individually/ and or a parent company. There must be coverage for the Town as an additional insured, and or endorsed for Hold Harmless provisions.
Note – In the liability policies there must be coverage for the Town as an additional insured, and or endorsed for hold harmless coverage or provisions.
- Certificate of Insurance shall indicate the type of insurance, amount, and class of operations covered, effective dates and dates of expiration of policies and shall
be sufficient to show that all claims for damages for personal injury and all claims or damage to property which may arise under the terms of this contract shall be covered.
