Design/Build Upgrades for Five (5) Wastewater Pumping Stations
FUNKSTOWN, MD IS ACCEPTING BID PROPOSALS FOR THE FOLLOWING PROJECT:
Design and build upgrades to communications, PLC controllers, and programmers, and optional design/ build of a mobile generator to be utilized in emergency situations for five (5) wastewater pumping stations in Funkstown, MD.
Scope of Work:
➢ Perform a complete update of all control systems and programmers.
➢ Install wireless alarm systems with email, call, and text alert capabilities.
➢ Install manual and proximity float switch systems which allow the operator to switch between manual and proximity.
➢ Include Rockwell or Siemens touch screen interfaces.
➢ Ensure system surge protection from overvoltage, undervoltage and lightning.
➢ Fashion a mobile generator with twist lock connections for use in emergency situations. (optional)
➢ Install new heaters, lights, fans, and video cameras inside each pump station.
➢ Install 3-phase 230-volt pumps in four of the pump stations.
Notes:
➢ Timing of the project must minimize disruption to the collection systems and the community.
➢ Work should be done during times of off-peak water usage.
➢ Replacement components are required on site prior to removal of existing components to ensure minimal system interruptions.
➢ A response to the RFP is purely voluntary on part of the responder. The Town shall not be responsible for costs incurred in responding to the RFP or for any meetings which may result from the submission.
A MANDATORY PRE-BID MEETING will be held at 10:00am on September 15, 2022 at The Mayor’s office located at 30 E Baltimore St, Funkstown, MD 21734. The meeting will include a tour of the pump stations.
BACKGROUND:
Funkstown is a municipality of 961 residents located in Washington County, Maryland. Sanitary sewer is collected and conveyed to the treatment plant through 5 pump stations. The pump stations are in need of updated equipment in order to remain functional and withstand any potential growth. The owner is in need of knowledgeable professionals who can perform quality updates to the system through efficient and economical means.
SUBMISSION REQUIREMENTS:
Deliver two (2) hard copies of your bid document containing:
1) A transmittal letter which briefly states the company’s understanding of the services to be performed and a statement as to why the company feels it is the best qualified to perform the work.
2) Qualifications and Experience Information:
a) Brief history of the company and a description of its capabilities.
b) List of personnel who will perform the work and their experience, qualifications, licenses, etc.
c) List specific examples (2-3) of similar work your company has recently performed in the region that are specifically relevant to the proposed scope of the project. For each, provide the client reference’s contact information (address, phone, email, and website).
d) Provide a brief summary of your company’s approach to quality control during construction and pre-construction services.
e) List any unresolved and ongoing claims or disputes against your company, any claims your company may have against a third party, and provide a history of such litigation, including the outcomes, for the past five years.
3) Bid Details:
a) Provide a detailed table estimating cost of design, material acquisition, installation, labor, planning/ permitting, etc. totaling to the overall bid amount.
b) An estimated step by step completion schedule.
c) Identification and experience of the individual who will serve as client contact/project manager.
d) Provide information about the company’s insurance coverage.
