MAYOR & COUNCIL

MINUTES

DECEMBER 10, 2012

The regular meeting of the Funkstown Mayor and Council was held on Monday, December 10, 2012 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

In attendance were Mayor Paul Crampton, Jr., Assistant Mayor Sharon Chirgott, Robert Rodgers, Jr.,  Rich Gaver, Richard Nigh, Luke Barnette, and John Phillips, III.

In attendance were Donald Knodle, Barry Warrenfeltz, and Julie Greene, Herald Mail.

Also in attendance were Jeff Smith, Maintenance Supervisor; Brenda Haynes, Clerk-Treasurer; and Kelli Roser, Town Secretary.

A moment of silence was held, followed by the Pledge of Allegiance by full assemblage.

Minutes

Motion was made by Assistant Mayor Sharon Chirgott, seconded by Councilman Rich Gaver to approve the minutes.  Unanimously approved.

Misc

Mr. Donald Knodle lives at 11 West Baltimore Street.  He stated that Baltimore Street is like a race track in the evenings, especially from 5:00 p.m. to 7:00 p.m.  Speed has become a serious problem.

A discussion was held regarding speed cameras.

Mr. Donald Knodle stated that the biker event held at Joker’s on November 30th was not an event designed for the residential community.  As the bikers were leaving the event, most of them were speeding.

Mr. Donald Knodle stated that cigarette butts are all over the sidewalk in front of Joker’s.  The appearance in front of the establishment does not look good.

Councilman Rich Gaver stated that the Town Hall parking lot used for the Olde Tyme Christmas event fills up, and next year additional parking will be needed.

A suggestion for additional parking has been recommended, possibly using the park and the school parking lot for additional parking.

Mayor Paul Crampton suggested advertising the additional parking next year.

Councilman Rich Gaver stated that the Olde Tyme Christmas event was a success.

Mayor Paul Crampton complimented Councilman Rich Gaver and the committee for an excellent event.

Councilman Robert Rodgers thanked Councilman Rich Gaver and the committee for an excellent event.

Assistant Mayor Sharon Chirgott thanked Councilman Rich Gaver and the committee for an excellent event, and stated that everyone that came to the Town was captivated.

Councilman Rich Gaver thanked the newspaper for the excellent article regarding the Olde Tyme Christmas event.

Mayor Paul Crampton, Jr. stated that the Christmas lunch will be held on December 24, 2012 at 11:00 a.m. at Town Hall.

Motion was made by Assistant Mayor Sharon Chirgott, seconded by Councilman Rich Gaver to pay the bills.  Unanimously approved.

MINUTES

NOVEMBER 12, 2012

The regular meeting of the Funkstown Mayor and Council was held on Monday, November 12, 2012 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall

In attendance were Mayor Paul Crampton, Jr., Assistant Mayor Sharon Chirgott, Rich Gaver, Luke Barnette, and John Phillips, III.

In attendance were Debra Chaposky, Kery Swope, Josette Gustavus, Barry Warrenfeltz, Dave McMillian, Herald Mail; and Kert Shipway.

Also in attendance were Brenda Haynes, Clerk-Treasurer; and Kelli Roser, Town Secretary.

A moment of silence was held, followed by the Pledge of Allegiance by full assemblage.

Minutes

Motion was made by Councilman, seconded by Councilman Rich Gaver to approve the minutes.  Unanimously approved.

Audit Report

Mr. Kery Shipway, Partner with Albright Crumbacker, Moul & Itell presented the annual audit report. Mr. Shipway presented the audit to the Mayor and Council.  Albright Crumbacker, Moul & Itell presented the Town with a “clean, unqualified opinion.”

Statement of Net Assets

Assets: Total assets decreased $183K (3.4%) during the fiscal year ended June 30, 2012. Governmental

Activities assets increased $52K; as a result of a $94k increase in the Internal Funds Due and a $19k

increase in Cash, which is offset by a $48k decrease in Receivables ($50k grant from project open space

received) and a $13k decrease in net PP&E. Business-Type Activities assets decreased $235K; as a result

of the $94k decrease in the Internal Funds Due and a $147K decrease in net PP&E, with a $6k increase

in Receivables.

Liabilities: Total liabilities, other than debt obligations increased $68K (62.7%) Governmental Activities

liabilities increased $32K; created by increases of $12k in Accounts Payable and $20k in Payroll

Liabilities. Business-Type Activities liabilities increased $36K; created by increases of $27k in Accounts

Payable and $9k in Compensated Absences. Total debt obligations decreased $123k; as a result of the

principal bond payments of $143k, offset by $20k in new debt via a capital lease on a maintenance

truck.

Statement of Revenues, Expenditures and Changes in Fund Balance- Governmental Fund

Revenues: Total revenue decreased $9K (2.8%); Taxes, licenses, and permits increased $9.8k (6.7%),

while Grants, shared taxes, and other revenue decreased $18.8K ($27K less received from state and local

governments; no stimulus grant and decrease in local income taxes).

Expenses: Total expenditures decreased $77K; due to a S88k decrease in Capital Outlay, therefore

Departmental expenses increased $llk (4.1%).

Statement of Revenues, Expenditures and Chanaes in Fund Balance- Proprietary Fund (Water & Sevier)

Revenues: Total revenue decreased $8.5K (2.0%); due to the residents using less water.

Expenses: Total expense increased by $20K (4.0%); although less water was used by the residents the

cost of water purchased increased $30.5K (28.6%), this was offset by a $9k decrease in Electricity use at

the Lagoon.

Net Assets:

Overall net assets decreased $129K (3.3%) compared to a decrease of $23k in the prior year. The

increased loss was a result of receiving $67k less in Grants and Contributions ($0 in FYE 2012) and the

water & sewer operations expenses increasing, while the revenues decreased (see above).

Conclusion:

Unrestricted Net Assets have decreased from $203k at June 30, 2010 to $41k at June 30, 2012, with

Business-Type Activities now showing a deficit balance of $62k. The Mayor and Council need to look at

ways to increase the revenue stream from the Water and Sewer Operations and/or decrease or

maintain the expenses associated with these operations.

MML Dinner

A count was taken for the next MML Dinner to be held on Monday, November 26, 2012 and will be hosted by the Town of Clear Spring. The meeting will be held at the Clear Spring American Legion located at 12335 Big Spring Road.

The social hour will begin at 6:00 P.M. followed by the evening meal at 6:45 P.M.  The menu for the evening will consist of steamed shrimp, prime rib, scalloped potatoes, green beans, garden salad, rolls and butter, dessert, ice tea and coffee. The cost for this meal will be $24.00 per person.

Misc

Ms. Josette Gustavus complained about the comment that Councilman Luke Barnette made at the meeting last month.

Ms. Gustavus presented pictures showing the event, and stated there were no problems.

Councilman Barnette defended his comments, and stated that his neighbors do not like the event.

Councilman John Phillips thanked everyone that helped with the Halloween Parade.

Councilman John Phillips stated that someone is metal detecting at the park, and discovered an expensive item.  He stated if caught, they will be prosecuted.

It was unanimous to have two signs posted at the park prohibiting metal detecting at each entrance of the park.

Councilman Rich Gaver stated that the Olde Tyme Christmas event is coming along great.  New members have joined.  A special thank you for the Girl Scout troop for preparing the luminaries.  They will be delivered on the Saturday after Thanksgiving by the Boy Scout troop.

Councilman Rich Gaver stated that he removed the drop ceiling from upstairs.  It really opened the stage area and the window looks great.

Councilman Luke Barnette thanked the Veterans for their service.

Mayor Paul Crampton thanked everyone for their help with the Halloween Parade.

OCTOBER 8, 2012

The regular meeting of the Funkstown Mayor and Council was held on Monday, October 8, 2012 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

In attendance were Mayor Paul Crampton, Jr., Assistant Mayor Sharon Chirgott, Robert Rodgers, Rich Gaver, Luke Barnette, Richard Nigh, and John Phillips, III.

Also in attendance were Pat Martin, Julie Greene, Herald Mail; and Brenda Haynes, Clerk-Treasurer.

Motion was made by Assistant Mayor Sharon Chirgott, seconded by Councilman Rich Gaver to approve the minutes.  Unanimously approved.

Pat Martin – Mason-Dixon Workcamp 2013

During the week of June 16 – 22, 2013, the Mason-Dixon Workcamp 2013 will touch lives of hundreds of needy people in Washington County, Maryland, and Franklin County, Pennsylvania by performing repairs and maintenance projects on 60 – 80 residents’ homes within a 30 minute driving radius of Smithsburg.  Targeted homes will be of elderly, disabled, and/or low income homeowners.  This work will be performed by about 400 Christian youth and their adult advisors.  Trinity Lutheran Church in Smithsburg and Group Cares, located in Loveland, Colorado, are co-sponsoring the workcamp.

Mayor Paul Crampton thanked Ms. Martin for attending the meeting and informing the council of an excellent project.

Assistant Mayor Sharon Chirgott requested that Ms. Martin attend the February 2013 meeting with an update.

Misc

The Funkstown Halloween Parade is scheduled for October 25th.  Councilman John Phillips will meet at 5:00 p.m. in the church parking lot for the lineup.  Any help would be appreciated.

Councilman John Phillips stated that a re-enactment committee meeting will be held next month to begin the plans for next year.

Councilman Rich Gaver stated that the Olde Tyme Christmas Committee has been holding meetings, and everything is on schedule.

Councilman Rich Gaver stated that the boy scouts will be painting the upstairs of Town Hall.  November 7th will be the prep night, and November 10th will be the actual painting.  Rustoleum will be donating the paint.

Councilman Rich Gaver stated that the Boy Scout troop has went from five boys to ten boys.

Councilman Luke Barnette stated that he has been reviewing the Zoning Ordinance, and would like to review the signage section, and possibly make changes.

The Mayor and Council are in agreement with the suggested changes in keeping with the standards and historic zone.

Mayor Paul Crampton stated this suggestion should start with the Funkstown Planning Commission.

Councilman Luke Barnette will be notified of the next scheduled Planning Commission for his attendance.  The Commission does not meet on a regular basis.

Assistant Mayor Sharon Chirgott stated that she attended the fall MML Conference in Hagerstown.

Mayor Paul Crampton stated that he has not heard anything negative regarding the Poker Run held by Joker’s Bar and Grill.

Councilman Luke Barnette stated that if the Mayor and Council approve this event in the future, consideration should be made to close the block of Antietam Street to eliminate any liability issues.

Mayor Paul Crampton stated that pink ribbons will be placed on Baltimore Street for Breast Cancer Awareness.

SEPTEMBER 17, 2012

The regular meeting of the Funkstown Mayor and Council was held on Monday, September 17, 2012 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

In attendance were Mayor Paul Crampton, Jr., Assistant Mayor Sharon Chirgott, Robert Rodgers, Rich Gaver, Luke Barnette, and Richard Nigh.

Josette Gustavus – Joker’s

Ms. Josette Gustavus, owner of Joker’s Bar and Grill requested from the Mayor and Council permission to have a Poker Run on Saturday, October 6, 2012.  The first Poker Run was held in June, and forty-eight motorcycles showed up.

Proceeds from the event will go to several families in need sponsored by St. Paul’s Lutheran Church holiday food drive.

Ms. Gustavus would like permission to close the block of Antietam Street from the intersection of Chestnut Street to Baltimore Street from 10:30 a.m. to 7:00 p.m.

Bike games will be from 4:00 -6:00 p.m.

Motion was made by Councilman Rich Gaver, seconded by Councilman Luke Barnette to allow Joker’s to hold a Poker Run on Saturday, October 6, 2012.  Unanimously approved.

Amtguard

Mr. Noah Holweck is a representative with Amtguard.  Last month, the Mayor and Council tabled making a decision to allow Amtguard to continue using the park field for renaissance practice.

Mr. Holweck stated that Amtguard made signs that will be placed at the park when they are practicing notifying the public that the players are friendly and the sporting equipment being used is very safe.

Motion was made by Councilman Rich Gaver, seconded by Councilman Richard Nigh to allow Amtguard continue use of the park field for renaissance practice through winter until spring, April 1, 2013.  Unanimously approved.

Misc

Mayor Paul Crampton, Jr. introduced Terry Baker, President of the Washington County Commissioners.

Mr. Baker stated that he had a free evening, and attended the meeting for public comment.

Councilman Robert Rodgers questioned the mosquito control program that the State of Maryland used to have.

Mr. Baker advised that the program was discontinued due to state budget cuts.

Councilman Luke Barnette stated that the Antietam Creek Water Shed Alliance will be hosting a 7th Annual Rubbish Round-Up on Saturday, September 22, 2012 from 9:00 a.m. to 1:00 p.m. at the American Legion in Funkstown.

U can join by boat or on foot, and clean the trash up in and around the Antietam Creek.  All ages are welcome, but minors need to be with an adult.

AUGUST 13, 2012

Amtguard

Mr. Noah Holweck is a representative with Amtguard.  The Mayor and Council voted at the May meeting to allow them to use the field at the Funkstown Park for renaissance practice on available Sunday’s through August, and then re-evaluate.

Councilman Luke Barnette stated that he is concerned with them practicing when pavilion four is being used.  He does not agree with them practicing every Sunday, and is not happy with the weapons they use even though they are safe.

Councilman John Phillips III stated that he does not agree with them practicing every Sunday.

Motion was made by Councilman John Phillips III, seconded by Councilman Richard Nigh to table a decision until next month.  Unanimously approved.

Little League Baseball Field Request

The Hagerstown Bulldog team was using the little league field at the Funkstown Park this summer.

Mr. Kevin Walters was on the team with Mr. Todd Stocks.

Mr. Kevin Walters is putting a team together, and would like to use the little league field to practice until October. They will mow and keep up with the field.

Motion was made by Councilman Rich Gaver, seconded by Councilman Robert Rodgers to allow Mr. Walters to use the little league field for practice until October.  Unanimously approved.

Misc

Ms. Josette Gustavus, owner of Joker’s Bar and Grill presented the Mayor and Council with a check for $202 as a donation from Bike Week.

Mayor Paul Crampton thanked Ms. Gustavus on behalf of the Mayor and Council for the donation.

Mr. Barry Warrenfeltz asked the Mayor and Council about the cost for the water hookup for the new addition sprinkler system at St. Paul’s Lutheran Church.

Councilman Luke Barnette stated that since the church is nonprofit, and the Town waived the cost for the fire company several years, the Town should also waive the cost for the church.

Motion was made by Councilman Luke Barnette, seconded by Councilman John Phillips III to waive the water hookup for the new addition sprinkler system at St. Paul’s Lutheran Church.  Unanimously approved.

Councilman Robert Rodgers, Jr. abstained from voting.

Councilman John Phillips III thanked everyone for their help and support with the re-enactment.  The

re-enactors had an excellent time.  The fireworks were almost forty-five minutes long, and the residents loved them.

Councilman Rich Gaver thanked everyone for their help and support with the Day In the Park side of the Re-enactment event.  The Boys and Girl Scouts helped with manning the games.  There were a lot of vendors this year.

Councilman Rich Gaver stated that in a few weeks the Olde Tyme Christmas Committee will be getting ready for this year’s event.

Councilman Rich Gaver thanked Rustoleum for donating paint and Cub Pack 23 for painting the generator at the Funkstown Park

Councilman Robert Rodgers stated that the fire department provided food for the Re-enactment, and they did very well.  There were 239 re-enactors, and he will be submitting an invoice for reimbursement for 236 tokens.

Councilman Luke Barnette stated that he is concerned with mold in the Town office.

The Mayor and Council had a short conversation with Mr. Barry Warrenfeltz, who currently has a contract with the Town for the office furnace.  Mr. Warrenfeltz will check into possibly running a drain line outside for a dehumidifier.

Councilman Luke Barnette questioned a large pile of dirt at the Funkstown Park.  He stated it does not looking appealing where it is located.

Mayor Paul Crampton asked Councilman John Phillips III to go to the park and look at where the dirt is, since Councilman Phillips is overseeing the park.

Mayor Paul Crampton stated that the Re-enactment was a huge successful, and thanked everyone for their hard work.

JULY 9, 2012

The regular meeting of the Funkstown Mayor and Council was held on Monday, July 9, 2012 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

In attendance were Mayor Paul Crampton, Jr., Assistant Mayor Sharon Chirgott, Robert Rodgers, Rich Gaver, Richard Nigh, Luke Barnette, and John Phillips, III.

Minutes

Motion was made was Councilman Rich Gaver, seconded by Councilman Richard Nigh to correct the minutes as follows:  Under Douglas Arnall —–  correct in lieu of the remote parking..to.. instead of the remote parking…..  Unanimously approved.

MML Dinner

A count was taken for the next MML dinner to be held on Monday, July 23, 2012 at the Town of Williamsport.

Misc

Councilman John Phillips gave a lengthy report on the Re-enactment.  Mayor Paul Crampton will get the straw, and distribute it along the road in the park.  Councilman John Phillips stated that he needs assistance on Saturday afternoon.

Councilman John Phillips stated that forging will be on Hebb Road and Stouffer Avenue this year, as well as the entire Town.

A Disk Jockey will play music in pavilion one.

Bills

Councilman Rich Gaver thinks the Zoning Administrator, Mr. Grimm, gets paid too much money a month.  The Town should consider cutting the budget on this expense.  This is not personal.

JUNE 11, 2012

 

The regular meeting of the Funkstown Mayor and Council was held on Monday, June 11, 2012 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

In attendance were Mayor Paul Crampton, Jr., Assistant Mayor Sharon Chirgott, Robert Rodgers, Rich Gaver, Richard Nigh, and Luke Barnette.

Also in attendance were Barry Warrenfeltz, Douglas Arnall, Betty Arnall, C. Richard Grimm, Zoning Administrator; Phil Kelly, Julie Greene, Herald Mail; and Brenda Haynes, Clerk-Treasurer

Motion was made by Assistant Mayor Sharon Chirgott, seconded by Councilman Richard Nigh to approve the minutes.  Unanimously approved.

Douglas Arnall

Mr. and Mrs. Douglas Arnall own the property at 2-4 East Baltimore Street, and reside at the residence known as 2 East Baltimore Street.

Prior to the Arnall’s purchasing the property, the previous owner went through a zoning appeals requesting multiple variances to meet off street parking requirements.  The variances were granted, but were not implemented.

Mr. Arnall would like to lease the space at 4 East Baltimore Street for retail.  Three (3) parking spaces are required based on the zoning ordinance.

Mr. Arnall acquired three (3) off street parking spaces with St. Paul’s Lutheran Church in the church parking lot.  A sign will be placed in the window of the retail space indicating parking is available in the church parking lot.

Mr. Arnall indicated that a firearm accessory business would like to lease the space.  Their customer base is 90% law enforcement customers.  The customers would be by appointment only.  The space would be separated into three sections:  the front section will be the store front, the back section is repair/office work, and another section would be to secure weapons from the public.

Motion was made by Councilman Rich Gaver, seconded by Assistant Mayor Sharon Chirgott in lieu of the remote parking; the Mayor and Council waive the current zoning statue from the current business, and allow the three parking spaces that are required to be secured from St. Paul’s Lutheran Church.  Unanimously approved.

Phil Kelly

Mr. Kelly owns Millennium 3 Energy.  He gave a detailed presentation on a proposal for a project to install a Solar Photovoltaic generating system at the Town of Funkstown Waste Water Treatment Plant.

Before a solar system could be installed the space would be “capped” or covered and compacted with appropriate top soil.

For the best performance the system would be on ground mount racks that face South with panels tilted at 25-30 degrees.  If 245 Watt panels are used, it would take approximately 1,150 panels to produce the 282 KW DC and 360,000 kwh’s/year.

Examples of potential cost savings for the Town of Funkstown and its utility ratepayers:

  • The plant’s current electric rate is approximately $.087 per kilowatt hour. If a system were constructed to provide the Town with 360,000 kilowatt hours per year…
    • If the PPA rate was established to start at $.06 per KW, the Town would save approximately $10,000 per year in operating costs at the plant.
    • If the PPA rate was established to start at $.05 per KW, the Town would save almost $14,000 per year in operating costs at the plant.

Motion was made by Councilman Rich Gaver, seconded by Councilman Luke Barnette to explore the opportunity of solar energy.  Unanimously approved.

Bills

Councilman Rich Gaver stated that he would like to look at ways of reducing costs with the zoning administrator.  He would like to make a proposal to Mr. Grimm to reduce his monthly cost, or put the zoning administrator position out to bid.

Misc

Councilman Luke Barnette discussed the proposed dog park at the Funkstown Park, and where the idea stands with the council.

Councilman Robert Rodgers questioned where the people are that first attended the meeting regarding the proposal.

Mayor Paul Crampton stated that he would like to talk with Councilman John Phillips regarding the land area in question, and see if it would interfere with the re-enactment.

Councilman Rich Gaver stated that Mrs. Owens spent last year stitching up a beautiful cross stitch to be raffled the evening of the re-enactment.

The raffles are $1.00 a chance.  The picture, matting and framing was all donated, and 100% of the ticket sales will be to the Civil War Memorial Fund.

Mr. Barry Warrenfeltz stated that he is very happy with the customer support of Apple Valley Waste.  They changed the recycling days from Monday to Thursday.  The company sent a letter, and followed it up with a telephone call.

Mayor Crampton stated that the Washington County Watershed Implementation Plan Phase II WIP Report paperwork has been given to the Mayor and Council for the follow review:

  • Do nothing
  • Do what the Town can do to recognize there is a problem
  • Figure out how to raise taxes to collect 4.1 million dollars

Motion was made by Councilman Rich Gaver, seconded by Assistant Mayor Sharon Chirgott to send a letter recognizing a problem, and agree to do what can be done based on the budget.  Unanimously approved.

A letter will be sent to Ms. Julie Pippel  stating that after lengthy discussion between the Mayor and Council, and detailed clarification, the Town will pursue potential funding sources of implementation projects, and will work with the County staff to continue investigation into new and alternative methods of working towards the target load reductions.

While the Mayor and Council do not recognize a problem, there is a unanimous agreement to do what is possible based on the Town’s budget.

The regular meeting of the Funkstown Mayor and Council was held on Monday, May 14, 2012 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

Julie Pippel – Watershed Implementation Plan

The Washington County Watershed Implementation Plan (WIP) Phase II Local Implementation Team was formed in February 2011.

An environmental group was formed and sued EPA through the court system.

Working under a court order, WIP had to be implemented.

A lengthy discussion was held regarding the target sectors, and the amount of reduction will be needed in each section.

There are several ways to approach the requirement-

Each Governing Body adopt a WIP plan by June 30th

Tell the State No

The overall approach to meet the reduction targets for both sectors was to:

  1. Identify current policies and practices being utilized to address watershed quality improvements in the County and document these items in the FY 12/13 Milestone and MAST 2017 and 2020 Scenarios.
  2. Review current policies and practices for potential expansion/improvement to expand watershed water quality improvement projects.
  1. Review the MAST tool for potential practices which could be added to the current practices and policies for watershed quality improvement projects.
  2. Develop a report for the elected bodies on the remaining loading reduction requirements for each sector to meet the 2017 and 2020 load reduction numbers.
  3. Incorporate the report decisions into the final WIP Report and MAST Scenarios for submission by July 1, 2012.  Develop future Two-year milestones based on these decisions as well.

Waste Collection Contract

The Waste Collection Bid Results are as follows:

Motion was made by Councilman Robert Rodgers, seconded by Councilman Richard Nigh to approve the waste collection contract with Apple Valley Waste for $52,113.76, beginning July 1, 2012.   Unanimously approved.

Amtgard

Several councilmembers attended the demonstration that was put on by Amtgard.

Councilman Rich Gaver stated that he spent several hours with the group.  Their equipment is very safe, and each member has a rule book.  If something is done wrong, they are reprimanded.

Amtgard is requesting use of the field every weekend.

Councilman John Phillips, III is in favor of using the field, but not every weekend.

Motion was made by Councilman Rich Gaver, seconded by Councilman Richard Nigh to allow Amtgard to use the field on available Sunday’s until August, and re-evaluate.  No contracts with the Town and the agreement can be rescinded at any time.  Unanimously approved.

Misc

Barry Warrenfeltz stated that the building permit for the church has been issued, and they are now waiting on the contract to be signed.

Mark Gaylor

Mr. Mark Gaylor lives at 117 East Baltimore Street.  He is requesting a curb cut on the ride side of his property, to create a handicapped parking space to the side of the property.  Mr. Mark McKenzie with the State of Maryland stated that local approval would be needed before State Highway approval.

Motion was made by Councilman Rich Gaver, seconded by Assistant Mayor Sharon Chirgott to approve a curb cut at 117 East Baltimore Street.

Julie Pippel – Washington County Division of Environmental Management – Recycling

Mr. Don Groseclose is a Municipal Manager with Allied Waste Services, Inc.  The Washington County Commissioners have agreed to support the idea of a curbside recycling program for certain dense population areas.  A very lengthy conversation was held regarding the pros and cons to this program.

Mr. J.P. Phillips is the General Manager with Apple Valley Waste Services.  He indicated that if Funkstown supports the program, that every resident will get a recycling bill.  It would then be up to the resident to call the company to cancel the service.

Motion was made by Councilman Rich Gaver, seconded by Councilman Richard Nigh to opt out of the curbside recycling program with the Washington County Commissioners, allowing any waste collection company to offer the same program to the residents.  Unanimously approved.

Boy Scouts of America

Boy Scouts of America will be hosting a fundraiser at Actor’s Hill Shooting Syndicate.  The sporting clay shoot will test your ability while supporting Scouting programs that have taught young people values and outdoor skills for more than 101 years.

The shooting area is just a few miles from Antietam Battlefield, near Keedysville in southern Washington County.

Registration ranges from $25 to $125, and Sponsorship Levels range from $150 to $500.

Motion was made by Assistant Mayor Sharon Chirgott, seconded by Councilman John Phillips, III to table the information.  Unanimously approved.

St. Paul’s Lutheran Church

St. Paul’s Lutheran Church is renovating the church, and during the design phase, the State Fire Marshall mandated that a water sprinkler fire suppression system be installed.  A dedicated tap into the water supply must be accomplished as per design.

St. Paul’s Lutheran Church requests an exemption from the Town for the water connecting fees to help keep costs as low as possible.  They are willing to pay for all labor and material.

Mr. Barry Warrenfeltz will get the drawings to Mayor Paul Crampton for review and final decision making.

Amtgard of Maryland, Inc.

Amtgard of Maryland, Inc. is a family oriented recreational sporting renaissance group who normally resides within Hagerstown, and they are looking for a new park closer to the residents that have open fields that are out of the way and wouldn’t be used normally.

The group would gather every Sunday between 1:00 p.m. and 5:00 p.m.

The group members dress up in period clothing and participate in sport practices involving foam padded period weapons.  This equipment goes through rigorous testing before us and must pass strict guidelines before it is allowed on the field.

They carry one million dollars of insurance coverage that can be edited to suite your parks requirements and each members signs a Liability Release, Waiver, Discharge and Agreement not to sue.

After a lengthy discussion, the Mayor and Council have mixed opinions regarding the use of the park every Sunday.

Motion was made by Councilman John Phillips, III, seconded by Councilman Rich Gaver to allow the group to give the Mayor and Council a demonstration of their event on April 15, 2012 from 1:00 to 5:00p.m. at the Funkstown Community Park.

Misc

Councilman John Phillips, III stated that the re-enactment plans are going very well.  A lot of the businesses in Town are interested in the flags.

Wagon Train

Mr. Jamie Baker is in charge of the Wagon Train, and thanked the Mayor and Council for allowing the Wagon Train to return to Funkstown last year.  There were twenty-four teams of horses. The event was a success, and everyone that participated enjoyed coming to Funkstown.

The Mayor and Council were pleased with how the Wagon Train cleaned up the park after the event.

Mr. Baker stated that the event this year is scheduled for May 18-20, 2012, and they would like to ask for permission to use the park again.

Motion was made by Councilman Kim Ramer, seconded by Councilman Rich Gaver to allow the Wagon Train to use the Funkstown Park on May 18-20, 2012.  Unanimously approved.

Mayor Paul Crampton explained to the Council that the Town had a very large water break on Hebb Road.

A workshop meeting was been scheduled for Monday, February 20, 2012 at 6:00 p.m.

Councilman John Phillips, III stated that the re-enactment committee will be holding a meeting on February 29, 2012 at 6:00 p.m. at the Funkstown Fire Company.  The meeting will be held in the downstairs of the fire company.  The meeting will be to discuss details for the event this year scheduled for July 20-22, 2012.

Funkstown will be a full battalion event this year.

The clerk-treasurer will be working on the Special Event Permit for the Street Battle.

Funkstown American Legion Post 211 Baseball Team will be involved on Friday night of the event selling food.

Mr. Barry Warrenfeltz stated that St. Paul’s Lutheran Church will be putting the shovel in the ground in approximately forty-five days for the renovation project.

The church will make sure to keep Chestnut Street clear of equipment and debris during the construction.

Councilman Rich Gaver stated that the first Wednesday in March at 6:30 p.m. in the upstairs of Town Hall will be the first Scout Troop 23 meeting.

Assistant Mayor Sharon Chirgott stated that she was reading the County’s proposal regarding the recycling program.

Mayor Paul Crampton, Jr. stated that he has asked Julie Pippel, Director with the Washington County Division of Environmental Management to attend the next Mayor and Council to give further details on the program.

MML Dinner

The next scheduled MML Dinner will be held on Monday, January 23, 2012, and will be hosted by the Town of Boonsboro, and will be held at the Boonsboro American Legion located at 710 North Main Street in Boonsboro.

The social hour will begin at 6:00 p.m. followed by the evening meal at 6:45 p.m.  The menu for the evening will consist of Cheese and Vegetable Platters, Roast Beef, Chicken Cordon Bleu, Mashed Potatoes, Green Beans, Succotash, Rolls with Butter, Iced Tea, Coffee, and Pie for dessert.

The cost for this meal will be $22.00 per person.

The Program for the evening is being scheduled, and the regular 50/50 drawing will be held to support the Chapter’s Scholarship Program.

Misc

Mayor Crampton read the letter into the minutes addressed to the Washington County Division of Plan Review, Attn:  Brennan Garrett, Chief Plans Examiner.

The letter is for the recently revised plan/specifications for the construction located at Saint Paul’s Lutheran Church, dated December 21, 2011.  The changes were marked within “bubbles” and the perusal was cursory, however, the major concern was in a revamp of the “patio” as it related to the sewer easement.  Approval has been granted to the redraw, and a note has been placed on the site plan.  This would therefore signify approval of the complete revised plans/specifications as presented by MSB Architects for permitting.

Mr. Grimm, Zoning Administrator signed the letter.

Washington County Commissioner President Terry Baker and Commissioner Jeff Cline attended the Mayor and Council meeting.

President Terry Baker stated that the Washington County Technical Regional Skills USA competition is scheduled for Saturday, February 11, 2012.  They are looking for judges, and Mr. Baker asked Councilman Rich Gaver if he would be interested in judging the electrical, and asked Mayor Paul Crampton if he would be interested in judging the building.

Washington County Commissioner Jeff Cline stated that he attended the Olde Tyme Christmas event in Funkstown.  The event was an excellent use of Hotel/Motel Tax Money.

Mr. Cline stated that Councilman Rich Gaver made Electrical Inspector of the Year.  He thanked Mr. Gaver for making Washington County look great.

Mayor Paul Crampton thanked the County Commissioners for attending the meeting.  He stated that the Hotel/Motel Tax Money is very important to the Town, and hopes that funding will not be cut for the Town.

Mayor Paul Crampton stated that the Southern Blvd. is another important project for the Town, and requested that the County Commissioners keep this project on the table for future funding.

Mr. Jeff Williams is with the Funkstown American Legion Baseball Team.  They will be hosting a Baseball Bonanza on Saturday, January 28, 2012.  Tickets are $35 per couple and must be 21 years of age and over.  Doors open at 4:00 p.m. with dinner served at 6:00 p.m., and will consist of Roast Beef w/ Trimmings and Legion Milk.  $1,000 top price.  Tip jars, 50/50, etc.  Tickets can be purchased at the bar inside the Legion, or by calling Matt Smith or Jeff Williams.

Councilman Rich Gaver stated that enough boys have signed up to start a Boy Scout Charter Troop.  They will start meeting on the first Wednesday in March at 6:30 p.m.

Councilman Robert Rodgers, Jr. stated that his church will be raising money to send children to camp.  A 5K run is being considered, and would like to have the race at the Funkstown Community Park.

May 12, 2012 has been reserved at the Funkstown Community Park to allow a 5K run to take place.
